Personally I believe a 0% is harder to obtain than a 100%. Most of the scans will warn about high IV pokemon, not low. Plus, if you use your team leader’s appraisal to find out which pokemon are good, you never truly knows it is 0% unless you use an app/website to check it. Thus, its easier sending a 0% to the candy grinder without realizing! 2
