I had the same problem with the disappering emblem! I changed the language of the website (e.g. in english) and then it worked! That’s the solution. Thank you very much !!! Having switched language to English in my profile, I now also get the button “Make crew emblem” when I hover over the emblem with my mouse in the emblem gallery.
