I’m assuming it skips the mission right up to the final cutscene (if the mission has one) or at least that appears to be the case. Kinda hard to tell since I skipped a mission what it actually skips. You need to do the prologue first (Like every GTA game after 3) then you need to do the 2nd mission to freeroam. Then you can do what you want but if you want a gun then do the next mission as you get a gun for free.
