You cannot use this quest reward on an item that already has a socket or sockets. Sockets are restricted to items that can have sockets (Helm, Armour, Weapon and Shield). Unique (Gold), Set (Green) and Rare (Yellow) items will always gain a single socket. Crafted Items (Orange) will always gain a single socket.

Pretty sure as far as the Larzuk quest reward, you can get random number of sockets in white items based on the inherent treasure class , 1-2 sockets in magical (blue) items, and 1 for everything else (rare, set, crafted, unique). Also you can’t add sockets to socketed items.
