If you are on controller you have to turn off the ‘move while using scope’ or zoom, or whatever they call it. Because the left stick is used to control the zoom. On M/K you use the scroll wheel, which leaves WASD free to move, that’s why the option is in there.

The PS4 and XBO versions of GTA V changed snipe zooming from using the left thumbstick to using the d-pad, they did this to let us be able to move around while aiming down sights, however, the d-pad is also used for switching characters in the singleplayer, so you have to hold down the L2 button while using the d-pad to use the zoom features 🙂
