Stamina or HP plays a minor role in CP calculation. Chansey has low attack and defense, but loads of HP, a well known pokemon fact.
In the case of dragonite, since stamina is the lowest base stat for him, the IV of stamina is more important than attack(being the highest attack mon). Over all in battle, it is just incorrect to say attack is less important than defence when attacking, or defence is more important when defending, cus you need to take hits and do dmg no matter you are defending or attacking.
